Synthetic Drugs: Spice & Bath Salts

William Perno is a retired San Diego County Deputy Sheriff. During his tenure as a deputy, he spent several years working in the Community Oriented Policing and Problem Solving (COPPS) program. He was certified as a drug abuse recognition expert (DAR) and received hundreds of hours of training on controlled substances. As a Deputy Sheriff, Mr. Perno testified as an expert witness in San Diego Superior Court, for cases involving sales and on the behavior of those under the influence of controlled substances.
Mr. Perno has a Paralegal degree that compliments his law enforcement training. He has testified in the California State Assembly Committee on Public Safety in support of legislation to ban possession of synthetic drugs within California and is a subject matter expert. In addition to his testimony, he has given more than 100 presentations on the dangers of synthetic drugs to local, state and federal law enforcement agencies as well as the lay community, including schools, parents, health care providers, policy makers.
Mr. Perno resides in San Diego, California and is currently employed as a Community Organizer and Prevention Specialist with the non-profit, Institute for Public Strategies (IPS) and his projects are targeted to help in the prevention of alcohol and other drug abuse. IPS works to increase public health and safety by helping communities create sustainable population-wide changes through Environmental Prevention Strategies. Mr. Perno is the co-founder of a grass roots community group dedicated to protecting communities from the results of spice and bath salts drug abuse. The efforts of his community group were instrumental in the passage of California State Assembly Bill AB486, banning the sales of bath salts.
